SDG Implementation Deteriorates

The Asian Development Bank (“ADB”) said that Pakistan’s project performance related to sustainable development goals (SDG) dropped to 58% in 2018–2020 from 70% in 2017–2019 due to poor performance in the public sector management and water sectors.

Some of the major factors for this deterioration in implementation were

i) inadequate project ownership and commitment

ii) weak implementation capacity

iii) substantial implementation delays and cost overruns

The ADB said, “The challenging political environment and a succession of boom-and-bust economic cycles have hampered Pakistan’s development progress”.

 

The ADB had committed $10 billion in lending to Pakistan under their country partnership strategy (CPS) for 2021-2025. The CPS focuses on

 

i) infrastructure development to improve economic connectivity

ii) productivity for jobs and better access to basic public services

iii) institutional reforms to cover policy, regulatory, and administrative systems, as well as public financial management.

 

This implementation has experienced issues and gaps.
